Torrential rains have caused serious floods in parts of the North and the Northeast of Thailand and damaged a large number of houses and paddy fields. The worst floods in decades have affected an estimated 470,000 families across 30 provinces. Urgent support is required to avoid further deterioration of their living condition, particularly those living in the evacuation centres as well as in their submerged homes or where isolated by floodwaters.

The European Commission provides 110,000 EUR to bring relief to the victims. The aid will be used to provide relief kits for one month including basic food (instant noodles, rice, canned food) and essential non-food items (plastic bags, candles, lighter and household medicines) and channelled through the Red Cross who operates with funding out of The Disaster Relief Emergency Fund (DREF) to 10,000 affected families in eight severely affected provinces.

Background

The European Commission signed a €3 million humanitarian contribution agreement with the IFRC in July 2010 to support the Federation's Disaster Relief Emergency Fund (DREF). Funds from the DREF are mainly allocated to "small-scale" disasters - those that do not give rise to a formal international appeal.

The Disaster Relief Emergency Fund was established in 1985 and is supported by contributions from donors. Each time a National Red Cross or Red Crescent Society needs immediate financial support to respond to a disaster, it can request funds from the DREF. For small-scale disasters, the IFRC allocates grants from the Fund, which can then be replenished by the donors. The contribution agreement between the IFRC and the European Commission enables the latter to replenish the DREF for agreed operations (that fit in with its humanitarian mandate) up to a total of €3 million.
